IPSC Expands Global Network with New Distinguished Fellows, Global Associates, and Forthcoming Advisory Board

Jun2025—Indo-Pacific Studies Center (IPSC)

The Indo-Pacific Studies Center (IPSC) is proud to announce a major expansion of its expert network and institutional structure, marking a transformative phase in its development as a globally engaged, regionally grounded policy think tank.

In 2025, IPSC has significantly strengthened its capacity to shape critical debates on Indo-Pacific futures by expanding its global fellowships, launching a new Research Associate program, and preparing to introduce its inaugural Advisory Board of eminent persons.

🔹 Six Distinguished Fellows Appointed

IPSC has appointed six Distinguished Fellows who bring senior-level expertise in international relations, maritime security, diplomacy, and Indo-Pacific strategic affairs. These thought leaders will contribute to IPSC’s strategic dialogues, research programs, and flagship publications:

  • Dr. Jagannath Panda (Sweden) – Head, SCSA-IPA at ISDP; expert on India-China-Europe relations and Indo-Pacific multilateralism

  • Dr. Kumari Mansi (Taiwan/India) – Taiwan MoFA Fellow and scholar of political science and international education

  • Captain Sarabjeet Singh Parmar (Retd) (India) – Maritime strategist and former Indian Navy officer; expert in lawfare and regional doctrine

  • Dr. Brendon J. Cannon (UAE) – Security studies scholar focused on shifting regional power and arms dynamics in the Indo-Pacific

  • Dr. Stephen Nagy (Japan) – Renowned expert on middle power diplomacy and US-China strategic competition

  • Dr. Dattesh D. Parulekar (India) – Foreign policy scholar and regional strategist based at Goa University

🔹 Fellowship Network Grows to 54+

The IPSC now hosts a global network of over 54 Non-Resident Fellows from across South and Southeast Asia, the Pacific, East Asia, Africa, Europe, and North America. Fellows contribute to the IPSC’s research hubs, commentary series, conferences, and cross-regional collaborations, representing a diverse range of disciplines and policy areas.

🔹 Regional Research Associates to Be Announced

To further enhance its analytical capabilities, IPSC will soon appoint over 30 Regional Research Associates. This emerging cohort of early-career scholars and policy analysts will work alongside IPSC Fellows to support thematic research on Indo-Pacific security, governance, climate, trade, and development. They will contribute directly to IPSC platforms, including the State of the Indo-Pacific series and the Indo-Pacific Contours commentary line.

🔹 Forthcoming Advisory Board of Eminent Persons

IPSC will soon unveil its Advisory Board of Eminent Persons—a strategic leadership body composed of accomplished voices from diplomacy, academia, and civil society. The Advisory Board will provide high-level guidance to IPSC’s mission and help anchor its institutional credibility as an independent, future-oriented Indo-Pacific research center.

“This expansion reflects IPSC’s commitment to building a diverse, future-oriented network that draws on the Indo-Pacific’s best minds—from early-career scholars to senior experts. We are creating a new model for regional strategy collaboration.”
